The announcement of the surrender of the Movement of 23 March 2009 ( M 23 ),
through a statement signed by its political leader, Bertrand Bisimwa , expected
to mark a turning point in the life of this " negative force " which is deemed
to have ceased to exist officially . In such circumstances, it is in principle
the victorious party should impose one who lost the war , the conditions of his
surrender .
This was the case of West Germany against the "Allies" at the end of the Second
World War. It holds that the will of the victors , the country split into two
republics , one controlled by the U.S. and its Western allies , the other by
the former Soviet Union and its satellites.
