Kampala Accord: AU discharges completely on the DRC

Given the deadlock in Kampala, pressures are being exerted on Kinshasa to
bring it to soften its stance. Long voiceless on the subject, the African
Union has to be noted by his special envoy to the Great Lakes. Boubacar
Diarra believes that Kinshasa must adhere, regardless of nature, an
agreement to settle in Kampala, including the situation of 1700 fugitives

The impasse that arose from the meeting on November 11, 2013 in Entebbe
(Sudan) between Kinshasa and the M23 puts more light on the background to

all actors involved in the implementation of strategies to end the crisis in
the Great Lakes region.


The mark of a plot


The fact is that all the initiatives taken in the area for a lasting peace
are in themselves the seeds of conflict. At the point where informed
observers realize clearly that all combine to keep the DRC in a state of
decay and continuing instability. Circumstances which predisposes to
predation of natural resources before the execution of the plan outright
break.

The international community blows hot and cold when it comes to addressing
security issues in the Great Lakes region. In this case, the DRC has been
pushed in the International Conference on the Great Lakes Region (ICGLR), to
negotiate with the rebels, while its neighbors, such as Rwanda and Uganda,
are exempt from this obligation vis-à-vis their respective rebellions These,
including FDLR and ADF-NALU Kigali to Kampala.

Without being asked, the DRC has initiated negotiations with the M23 in
Kampala and, ironically, in the Ugandan mediation. Sometimes kicking and
screaming, Kinshasa bent to the whims of its neighbors provided that it
ensures a final peaceful solution to the crisis in decades in its eastern
part. The crowning of all these efforts, made at a price of unspeakable
privations, was the signing of the framework agreement in Addis Ababa;
agreement under the auspices of the United Nations and the African Union.

Curiously, today is the same framework agreement provided for commitments at
national, regional and international levels that Uganda violated the open.
No one moved. Worse, the African Union, a sponsor of the Addis Ababa
agreement, condone this violation and revels to reset the counters to zero.

What about? The last weekend, the African Commission is leaving his silence
to make statements that stink bias miles away. The blunder was balanced by
the Special Envoy of the President of the African Commission on the Great
Lakes, Boubacar Diarra. According to the news agency that delivers
information China, it was stated at a press conference in Bujumbura: "We are
confident but also hope that the agreement will be reached, regardless of
the name that 'we give this document (...) and that the obligations have
been concluded will be implemented, as the 1700 elements of M23 can not
remain indefinitely in Uganda. "

What to say? This simply encourages the AU position of Uganda, especially
for 1700 fugitives M23 refugees on its territory. This instead of reproaches
against the repeated violations of the framework agreement in Addis Ababa
and other relevant provisions of international instruments. First, the AU
ignores that the M23 is a negative force that must be hunted and dissolved
and, as such, the 1700 fugitives are welcomed as heroes in a country bound
by the agreement criminals Addis Ababa. Then she subtly threaten Kinshasa.
This is when Boubacar Diarra said the fugitives M23 "can not remain
indefinitely in Uganda."

AU is seen bleach M23 subtracting the prosecution or she wants to raise the
specter of renewed war - in terms of capacity and reset enjoyed Makenga
Sultani and his cronies in Uganda. Kinshasa to bend into position not to
grant a general amnesty to M23 which resound in the Congolese people as a
betrayal that threatens aims, if a premium for adventurers of all stripes
who enjoy taking up arms against their country to kill, rape and pillage the
natural resources.

Once again, the AU biased as has always been the ICGLR. Both want to pay the
DRC insecurity than other based on its territory. Unless she says to the

organization.


Two weights, two measures


Under the framework agreement in Addis Ababa, which it is a signatory, the
AU applies policy of double standards. This agreement clearly requires
countries in the region "does not condone or provide assistance or support
to any countries armed groups in the region." The agreement also calls them
"not host or provide protection of some kind to persons accused of war
crimes, crimes against humanity, genocide and crimes of aggression, or
people under UN sanctions, and facilitate the administration of justice
through judicial cooperation in the region. "

However, these provisions are violated by Rwanda and Uganda harboring
criminals from the DRC. Worry about the fate of 1700 items M23 Uganda at the
expense of millions of mowed and other homeless victims in the Congo can not
glorify the AU.

Why do you persist in making the DRC the executioner of the insecurity in
the Great Lakes? It is what we push to take the first step to find solution
to the many problems of the region. When you have to stabilize the region,
only the DRC is obliged to negotiate with rebels while its neighbors, namely
Rwanda and Uganda, are exempt from this requirement as a way to wield all
sorite crisis. The DRC has given so much, do not ask him more.

What is clear today is that the attitude of the AU is confused. It should be
clarified in relation to the charter creating the continental organization.
Africa has nothing to do injustice!
