Five years down the road this very same Police Officer is going to be a full 
member in UAH and clamoring for democracy into Uganda for Museveni is a 
dictator. And that is why some of us have become old to this age without eyeing 
a change we so needed but expected into Uganda, for look very closely at the 
bunch we are debating with. When I came into these forums way back in the early 
80’s I guess, I joined the forum for I had people that needed change. The 
Mateks The Dr Owors The Gooks The Lisa Toro’s The members like Lucima that have 
sadly passed on and the list goes on. But with time I find myself now camped up 
with all kinds of past and present killers. My God I am in forums looking for 
change with the people I stated to hunt down as they were killing Ugandans, men 
like Samson Mande I attacked as he was wobbling Northerners on heads for 
breakfast. Samson Mande was man that would wake up in the morning and write his 
to do list on a cup of coffee {1} Eat my eggs {2} Brush my shoes {3} Go to the 
quarter guard and address my soldiers {3} Kill some Acholis that are in the 
lock up, yea yesterday I killed enough Langis so it is Acholis today {4} Go 
rape that Acholi girl that was arrested yesterday on and on. Then he starts and 
ends his day in that mode. Today he is in UAH clamoring for democracy in Uganda.

 

You do not have proof that Agaba is not a member of this forum, yet he blew up 
Ugandans in Luzira day light. Seriously in all present and past killers in 
Uganda, you have no idea how many are in this forum for Ugandans never tell on 
who is was a killer. But facts told, Nkwanga’s thieves are in  this forum 
today, Andrew Kayiira’s rapists are here, NRA members that were torching 
Ugandans and eating their fresh in Luwero are also here. So what makes it a big 
deal to have this officer and as a one challenging EM’s postings tomorrow? In 
my entire imagination I never dreamt of a day when I will go as low as being in 
a forum with Tinyefunza, discussing how we can change Uganda to a better 
country. In my entire imagination I have never seen my self-going that low. 
Which makes me wonder about this country let alone its future. Then you wonder 
why my next posting will not be attacked by Kazini for he too now wants a 
democratic Uganda.

Hold on Pojim. The power of arogancy dictates the behavior of this officer. 
Besides he seems to come from the same village as the four newly "elected"  
Kampala councilors.

Transferring this officer might have been overdue, as is evindenced by the 
reaction here. However, as I read the background information deeper, I came to 
the realization that his man has flawed character that makes him unfit to lead 
a police force.

 

He allegedly told the residents, who were clamouring for his transfer, to go 
"hang themselves."

 

By using such a crass, callous language, Officer Mwesige had stooped to the 
level of petty bickering officer, devoid of trust and accountability that are 
essential in commanding a force that is tasked with serving wanainch.

 

So, rather than simply transfer him, Mwesige needs to undergo sensitivity 
training, if such opportunity is available within the police system, before 
being stationed at his new post. Otherwise, what we get here is moving a 
problematic officer from one place to the other, without explaining to him why 
it was necessary to move him in the first place.

 

As for increased incidents of robberies in Tororo, they as annual as the famous 
yearly mist around the famous Rock that gave us the name Tororo -  from tor 
(mist) and oro (year or yearly.)

Malaba town residents were celebrating last week, after learning that the 
officer in charge of Malaba police station, Joseph Mwesige, had been 
transferred to Kiruhura as the district police commander.

The residents, who thronged the streets, were excited that Mwesige would be 
handing over to ASP Julius Jingo. The residents said they had stopped filing 
complaints with the police, on grounds that Mwesige often released the suspects.

Recently, Mwesige, while addressing mourners at a burial in Amagoro B zone in 
Malaba, told residents calling for his transfer to go hang themselves. After 
assuming duty on Saturday, Jingo pledged to cooperate with the public to ensure 
security in the area.

“It is a great challenge to be in Malaba because I cannot compare the region to 
any other region I have served before due to its geographical location but I 
believe I was posted on merit knowing that I am able to control and manage the 
situation in Malaba,” said Jingo.

Residents were stunned that the handover of command was matter of fact, with no 
party planned. Meanwhile, across in Tororo, residents have threatened to 
protest against the police over rising insecurity in the town.

Residents were concerned about reports that at least 10 shops had been broken 
into and robbed of goods worth millions in the last week. Others have reported 
losing cash and mobile phones, usually snatched from revellers who retire late 
in the night.

Contacted for a comment, the officer in charge of criminal intelligence, Milton 
Birungi, confirmed that robberies were increasing but the police was doing its 
best to restore security. Birungi said at least 10 thugs had been arrested and 
would soon appear in court.
