There is nothing that has confused Torontonians  than failing to realize that 
Municipal law is very different from the laws running this country. This mayor 
can only be removed from power if officially charged and officially convicted.  
Now at conviction he must get a jail sentence then we get a new mayor. If this 
mayor gets a suspended sentence, if he gets a fine, yes he remains with a 
criminal record but still remains a mayor. So to put it in a layman’s language, 
according to the Municipal law in this city, a mayor is replaced/fired if he is 
unable to physically be available. Even if he shows up inebriated as long as he 
has physically shown up he is the mayor. We need to understand how the laws 
running KCC were set up before we blow up our gaskets. All cities are ran 
differently and many have stupid laws on books for there is no reason to revise 
them so we remain ignorant about them. Watch Toronto now is going to be changed 
because now we have seen what is there and what is not there. And you cannot 
change it under this mayor for now you look targeting him.

 

The Mayor of London Ontario has a criminal case in court running and he is 
still The Mayor of London.

Here is the point – KCCA as a unit, has a unique atomic configuration and that 
is what is more interesting.  

  

There is no way, one can know the inner mechanism between; the judicature, 
KCCA, political parties and individual players, unless there is a closely 
monitored experimentation phase. This is a unique opportunity for Kampala 
dwellers, and institutions to learn a few things about; urban governance, 
African politics, administrative and institutional functionality.

 

This is the most ideal state, from a scientific investigative point of view, 
from which much knowledge will be gained from!  



Institutional and organisational rationalism will resolve the issues therein. 
Kampala is bigger than mere politics so this is an opportune moment to learn a 
few things. 


It will be foolhardy for the executive getting involved into KCCA matters and 
the battle between Lukwago and Musisi. The entire cabinet should stay away from 
it. Now that Buganda Kingdom has pronounced itself on this matter - then let it 
continue as such. 

This is a very good political and administrative incidence in recent history 
that will bring out the most ugly and beautiful on the surface. Let it 
oscillate. 


Lukwago is fighting for the down trodden and must be given a chance to use his 
legal abilities to defeat Musisi's dysfunctional KCCA.

And for Musisi (I don’t know what she's working for) should close down KCCA 
until the courts of law pronounces itself on the matter. Whatever fails to be 
resolved then let it go to the parliament. 

I did a small research about Mzee Ssebana Kizito regime at KCC and I was amazed 
with Kampala dwellers unexpected response. The similarities between this case 
(KCCA) and Kyambogo University is very similar and illuminating.
