The problem you have in Uganda is not about distribution of power it is
about the people the citizens themselves that are bad at each other. Obote
never sat down with Twodwong and directed him to murder Ugandans in Kireka
barracks, Twodwong as an individual decided to do so. That Twodwong will
decide to do so whether it is a unitary system or a Federal system for he is
a killer. Acholis in Northern Uganda under Tito Okello created The
Labwor-Dwong militia to murder Langis not for Tito Okello authorized them
but for men like Ojukwe decided to do so and such a decision will be made
whether it is under Federalism let alone Unitary. The danger of Federalism
is that it pulls the powers out of the state and it hands it over to
Twodwong and Ojukwe in Northern Uganda. The moment you do that you end up
with Gulu becoming Juba and all Langis clearly and very immediately
eliminated. Look at Nkwanga and what he did in Mukono district under a
unitary system, can you imagine what he would have done if we had the region
of Buganda as independent, all non Baganda would have been dead and all
women would have been raped. What many of you fail to realize is that
actually many of Kibooko squad are Baganda backed by Mengo, Kiboko squad is
neither Northerners nor Easterners but Baganda. The moment you hand
political power to Mengo you are going to see an increase into Kibooko squad
for a true picture of such we saw it, when Amasiro was burnt down, Kiboko
squad was ready to ignite violence into Buganda. Look at the Kampala riots,
who exactly was in charge of such menace? Was it Ssabassajja Mutebi or
Yoweri Museveni? No it was the people themselves that decided to ignite
violence and the government followed suite. The moment you do a mistake of
handing over political power to Mengo, such a riot is going to turn Kampala
exactly to Juba. Non Baganda are going to be eliminated and all Banyala are
going to be dead. Let me always remind you that The Namugongo murders never
happened under unitary system but Semi-Federal system.
So instead of building this funnel from the top coming down, start by
building it from down to top. Educate Acholis right from Dokolo before they
show up in Gulu that Langis are human beings and have every right to live as
Acholis do. Educate Baganda right from Busiro before they show up in Kampala
as members of Kiboko squad that Abanyala are human beings and have every
right to live as Acholis do. When a full Katikiro walks into Lubaga and sets
up a fire of Kabaka is going to go after Banyala, it must educate you on how
violent Mengo can be if handed political power. That very same Katikiro will
instruct the Police Force to go to Bugerere and decimate every crap that
goes after Ssabassajja. It must bother you that when Ssabassajja stops to go
after Kayunga his very next visitation is Buluri, all that is to demonstrate
to you that he is more than willing to poke his fingers into the Buluri
Kingdom, now that he does not own a militarized Police Force, the moment you
hand it to him you will have Nakasongola turned into a current Juba, for all
Kiboko Squad is going to walk in not with sticks but with AK47 in support
and back up of Ssabassajja Mutebi. Now you have Baluluu and Banyala The
Acholis and Langis sitting in Luwero district decimated.
And I opine that the population you have is already gassed up and only
looking for an ignition to blow up, an ignition that was supplied to South
Sudan by handing them the political power they were never ready for. And
they were not ready for it for we handed power to people that are
uncivilized. Look when you watch how these provinces are built they are
handed weapons, my God the city of Toronto has enough weapons to take over
the government of Grenada, do you really want to see such weaponry into the
hands of Twondwong Ojukwe let alone Kibooko squad? And that is why we need
to watch loose cannons as Betty Kamya very carefully for they are building
the worst demise to many Ugandans that Ugandans have failed to see so far.
Yes we have powers centered in Kampala that is fine, because that power sits
in State House than to George Okello in Dokolo. If the best line of
reasoning Edward Pojim has with Dr Kipenji today is a term diarrhea, let
power sit in State House for the moment you hand it over to Edward Pojim in
Tororo, Dr Kipenji is taken out by a first Mauti in line.
Let us use 2014 to embrace the unitary system for it makes many of us hold a
right to live in Uganda sir.

The abuse of power and unfair distribution of resources is responsible for
the outbreak of war in SoSu. It was not federalism.
This tally with Betty Kamya's argument. You give a man too much power and he
will abuse it. Both presidents, Kiir and Kaguta, we know, have their
opponents locked up, for frivolous reasons and its these sort of abuse of
power that Betty Kamya is trying to fight.
In a federal arrangement, the distribution and balance of power is key! If
it is not done right, then you end up with the sort of catastrophe that
befell SoSu and if its not instituted at all, then you end up with a time
bomb like Uganda.

Eastern boarder calling it The Banyara Federal state, with one leader Abbey
Ssemuwemba as The Governor, the cost 2 million Bagweere 3 million Baganda.
Federalism is a very terrible idea and it is so shallow to even think about
it, for Ugandans are not mature to a level of living together and share some
powers as these developed countries do. The guys restoring our power today
in some parts of Toronto are French from Quebec, I saw them yesterday and
very few speak English, but we work together to pass through this problem.
They have huge materials for Quebec manufactures most of the electrical
materials in this country, they brought in the best that we need. Had this
been in Uganda the French would be looting Ontario right now and killing
half the population. Again why would Edward Pojim allow Baganda to go to his
region when the educateds have got a mud slide? Betty Kamya must be regarded
as public enemy number one and treated as such for she is clearly drafting
Kampala to become todays Juba.
Long live our Unitary System for it saves the un educateds from the
educateds. Geez !!!!!!

South Sudan inherited federalism from the Sudan but Salver Kiir has been
undermining it by dismissing elected Governors and replace them with his
loyalists.
