Countries that implement that kind of reasoning are countries that have done
home work for ages. Hospitals functioning fully, water supply available
sewage systems working, power supply guaranteed. Then a power story shows up
to develop the army. Edward Uganda cannot supply power to a bulb for a
straight firkin 24 hours and you are looking for a military might? Youre
just simple cheap and petty killers man and one would seriously expect you
to know better than preaching Museveni to militarize Great Lakes.
With this kind of reasoning how can we close Nakasongola bullet factory when

Uhuru's suggestion is a damb suggestion. What we need less is militarism of
the continent. If we cannot tame our forces in a country as small as Uganda
how on earth are we going to do it Africa wide. Uhuru should be promoting
justice, rights and freedom, not forces.
Ludicrous idea that should be banished to the bush era where the barrel of
the gun is the only solution and never the power of the mind.

In my support for UPDF's incursion into South Sudan, I expressed support for
a rapid intervention force that can be readily deployed to stop mayhem, like
what Riek Machar was about to inflict on his hapless nation.
Here, President Uhuru is promoting that idea, and calling for the creation
of a continental army. I think a regional army will be more efficient and
feasible for two reasons;
1. Language: Considering that Africans were haphazardly split even among
same language groups, creating a joint army among a few neighbors will
address language barrier. For example, a Kenyan serving in Uganda will find
it easier to assimilate and communicate with Ugandans than if he were in
Senegal.
2. Power Rivalry. Creating a continental army without an established
continental supervisory authority will cause political upheaval. For
example, to whom will the Chief of Staff report: his country president or
someone at the AU?
A regional army will be easier to tame and lead; rotating EAC chairs can be
delegated to offer supervision to the army leadership.
Whichever form this takes, a standing army is an idea whose time has come.
The endemic civil wars can only be stopped by men with guns, and preferably
by men who have no long-term interest in the leadership of that country:
thus a regional army.
