I think that would be too much federating. It has to be done sensibly. The
fundamental purpose of federalism, is to reduce the power of the president
and share it with the states and not with the village. Kooki is too villagie
and small to have its own autonomy. Still, i get what you re driving at.

body to oversee that judiciary systems are independent from the executive
all over the continent and other issues that can facilitate smooth
democratic systems in the continent. 
Ganging up to crush a rebellion is not a solution to the wars in the
continent, but an act of protecting dictators through pretense of
constitutionalism defense. Such actions bring shame to the African Union
which is seen as a union for breading dictators.
