WHAT IS AT STAKE AS FAR AS THE QUEST FOR FEDERALISM IS CONCERNED.
1, The Federal principle is not Myth, as some people would like us to
believe. The system is regainable. Federalism did not fail. it was
constitutionally over thrown by Militon Obote at the time he still had a
notable hand in the politics of East-west Divide.
2, The present Government Order has a bias towards the concept of
Decentralization. well and good but the arrangement has no good base in the
Odoki Constitution finding' order. it was an arrangement that was engineered
to suit the Movement Hegemony. The perception that Federalism is equivalent
to decentralization causes even greater confusion. Decentralization
According to to the Uganda case, is A government policy which Delegate local
Governments to to implement Directives. the arrangement is not new. it can
operate under any situation including socialism, Unitarianism, and even
communism. it is not any way unique.
3 Both the Odoki Constitution Commission and the Sempebwa Constitution
review Commission have shown have shown no concern to get the Federal
concept understood by the people who Constitutionally owns power. No one is
interested in enabling people to know that Federalism has several models.
The fact-finding mission of the Constitution openly distorted Federalism and
Monarchism in all the questions like "Does Uganda need federalism at all?"
Open distortion of facts by institutions like the former Odoki Constitution
commission is a violation of human rights and time may come in future where
such a mess may come to light. just watch the space so the
Donner partners can not disassociate them selves from this anomaly because
they are the ones who fund today's NRM Government which has no system of
governance leading to a high class type of corruption eg UK USA ETC

THE MODEL AND POSSIBILITIES OF FEDERALISM NEEDED IN UGANDA:
The present Uganda Constitution has several provisions which strengthen the
demand for the Federal system of Government on top of the emphasis which
both the international covenant and Economics Social and cultural rights and
the universal declaration of human rights, make, The Constitutional
provisions referred to above include articles 1,20, 29,etc
Those who argue that Federalism can not work in Uganda are wrong.Uganda
though is smaller in size , with reference to Nigeria, has all the
characteristics of Nigeria and Nigeria is an established Federation in good
and bad days
Those who hold that thinking have no scientific reasons to justify their
stand. Federalism is circumstantial and is applied in situations with
peculiar characteristics . Federalism therefore is not measured from the
yardstick of size or influence.. it is circumstantial and varies with
situations. Two leading Africans namely David apter and Professor Ali
mazrui, A leading African political scientist made it clear that , "ONE MAY
NOT GOVERN UGANDA WITHOUT FINDING A SOLUTION FOR THE CENTRAL REGION."
Federalism is such a solution.HE MODEL

1 USA---Presidential in Character. 2 INDIA---Based on minority rights.
without federalism, the 600 cultural concerns would perhaps not be able to
co-exist as harmoniously as is the case today. 3 UNITED ARAB EMIRATES---
This is monarchical in character with each Emirate existing as a state.4
AUSTRALIA, NEW ZEALAND---Based on unique parliaments in each of their
states. 5 SWITZERLAND---Based cantons- with very strong powers in the
cantons. 6 GERMANY---Commands some of the best judicial system in the
lander.
UGANDA Is related to Malaysia. it has Kingdoms areas and non kingdom areas.
it therefore requires a hybrid Federal model related to Malaysia. Uganda, on
9th October 1962, attained independence as a semi-federal Nation. it hard 15
administrative areas
HOW WILL THE HIGH BREED TYPE OF FEDERALISM WORK FOR UGANDA??

Each one of each independence administrative unites was associated to a
court of Arms,an Anthem and in some cases a flag. The commitment to those
sources of cultural and traditional pride is real and is a symbol of Unity
in diversity.
In the attempt to formulate the new Federal state, one needs to borrow a
leaf from the independence state and district which formed the basis of
modern Uganda. In the sturdy I conducted prior to the passing of the 1995
Constitution, i comm out with 14 states.
Kalamoja, Bukedi , Sebei, Bugisu, West Nile, Bunyoro, Rwenzori, Acholi,
Busoga, Ankole, Buganda, Lango, Kigezi,Teso.
