Again I repeat myself at a risk of never to be understood, both Museveni and
his opponents are mulling about a change which is eminent, but both are basing
it on creating a chaos in Kampala. But both want to use Mengo and Ssabassajja
as the switch of that chaos. Read that sentence and understand it for it is a
fundamental basis of the path we are heading into. Be very careful with this
land return and understand it before you start to beat up your chest and
praising your selves. If I was a Buganda fanatic thank God I am not, I would be
very concerned about that kingdom today.

And this is the second time I am posting the very same sentence in the last 24
hours, for emphasis of the calamity before us.

George Okello;

I think i agree with you. Mu7 never gives anything in good faith. He has set
the Kabaka against the Banyala and sujui which one; now he is setting the
peasants against the Kabaka by giving the custody to their land to the Kabaka.
I fear this exercise was not done in good faith; its a set up for Buganda to go
in flames soon or later!

I am really now very worried about the dealings between Museveni and Kabaka
Mutebi. The donation of these huge tracks of land to Mengo jst sends cold
shivers down my spine. I think it is high time I retuen to Uganda and open up
my law office in Kayunga. I am really worried about what the dealings between
mengo and Museveni's corrupt government will have on the peeasnat occuppiers or
even current lease holders and sub-lesses. I am sure a very painful legal
battle will soon erupt. I just do accept this very fatuos argemnet that the
Kabaka holds the land in trust for all the Baganda. Why should should a peasnat
in Kayunga trsut the Kabaka? The landed oligrachy are his class enemies, so how
can he trust them? If these shenanigans keep unravelling at the speed they are,
we are going to have civil war in Buganda much faster than I had anticipated.

Akim. What is it you do not understand? In the country where you are staying
can you just go a settle on someones land just like that?

Akim that country has laws. So did and does Buganda.

You just do not settle on land which does not belong to you! that is theft,
corruption. Maybe in Acholi or Karamoja you do that becoz of looking for
pasture. But in Buganda its a crime!

There are proper channels to follow!

You are really colonised or ignorant. You need to study how each state/people
in Afrika managed and still manage land issues before the colonialists came!
Our Kabaka holds everything in trust for Buganda/Baganda.

Let me simplfy it for you.

Buganda = Baganda = Kabaka = 1  and

Kabaka = Baganda = Buganda = 1

You come across just like the imperialists. i.e you meddling / Okulingiriza /
lugezigezi in Buganda Affairs as outsider.

Like Hannah Put it " Fa ku mudaala gwo"

Unfortunately, i could not open the link you sent above. Otherwise i wanted to
reacquaint myselff how the Kabaka obtained and lost the land and whether there
is any caveat placed by the NRM government, interms of usage and exercising of
right thereof.

I thinking here incase the Kabaka wants to evict sitting tenants, what happens?

 At State House Entebbe today, President Museveni officially returned 213 land
titles of Buganda kingdom’s ancestral properties.

<http://www.observer.ug/index.php?option=com_mailto&tmpl=component&link=749cb6587cfcb19ca95e9bbbf719b91b2d490b06>
 Museveni handed over the titles to Buganda’s first Deputy Katikkiro Ambassador
Emmanuel Ssendaula. Transfer agreements were signed by Attorney General Peter
Nyombi and Minister of Lands, Housing and Urban Development Daudi Migereko, on
behalf of the central government.

 Ssendaula and Buganda’s Constitutional Affairs minister Apolo Nelson Makubuya
signed on behalf of Buganda. However, Makubuya said what was given back is a
fraction of the 90 square miles Buganda is demanding from Museveni’s government.

 “Only a small portion has been returned and we hope that the rest will be
returned. This is a good start and even if it has been long since we owned this
property, we will develop it.

 Those occupying the land unlawfully and those who have leases or titles should
come to us and we negotiate with them to continue staying on that land. We will
not chase anyone,” Makubuya said.

 The returned properties include Masaza offices as well as land in Kampala and
Ssabagabo areas. The Kabaka Ronald Muwenda Mutebi and Katikkiro Charles Peter
Mayiga, who were initially invited, skipped the historical meeting for unknown
reasons. Mayiga sent a written apology.

 Other Buganda delegates present included Prince David Wasajja, Dennis
Walusimbi (information) and William Matovu (Nkuluze). Nyombi disclosed that a
team comprising minister Migereko, the chairman of Buganda Land Commission
Mayanja Nkangi, the chairman of Uganda Land Commission Baguma Isoke, and State
House’s Florence Kiconco, had verified the returned properties.

 More Buganda properties are yet to be verified, it was revealed. In addition,
the team is also verifying properties belonging to Bunyoro and Tooro kingdoms.

<http://www.observer.ug/index.php?option=com_mailto&tmpl=component&link=749cb6587cfcb19ca95e9bbbf719b91b2d490b06>
 The issue of Buganda’s properties dates back to 1966 when they were seized by
then Prime Minister Milton Obote. Museveni said that because the 1995
Constitution and the 1993 Traditional Rulers (Restitution of Assets and
Properties) Act restricted cultural institutions from administrative or
political issues, properties were initially not returned because they were
administrative buildings.

<http://www.observer.ug/index.php?option=com_mailto&tmpl=component&link=749cb6587cfcb19ca95e9bbbf719b91b2d490b06>
 “We did not return the properties because when a cultural institution mixes
with politics, that is a sign associated with its death. We don’t want cultural
institutions to engage in partisan politics and administrations. Therefore, the
contentious issue was that Gombolola and Ssazas were administrative centres.

<http://www.observer.ug/index.php?option=com_mailto&tmpl=component&link=749cb6587cfcb19ca95e9bbbf719b91b2d490b06>
 The issue was how we return administrative properties which are not cultural.
I told the lawyers that it doesn’t matter, the properties are with the central
government since 1966 and therefore the central government can give them to
anybody and we can give them to the kingdom to use them for development
purposes,” Museveni said.
