When the war ended NRM set up a Luwero fund of an amount I don’t remember,
but it was structured out to feed on a fee added to business license, so
every person that wanted to do business in the entire Uganda had to pay this
fee on top of the license fee. Every shop in Uganda every store in Uganda
every trade in Uganda that needed a trading license had to pay this fee on
top of the cost of the license and it was called a Luwero fund. All that
money was handed to Dr Kisekka for he was the one assigned to run that fund.
To today 07 07 2014 no one knows exactly how much was collected by Kisekka
let alone what he did with it. The Luwero fund remains a single fund in
Uganda that was set up and never resulted into a single shilling on the
books because Kisekka used it all for personal use. By the way the very same
Kisekks was handed the money from the road tolls and that disappeared with
him as well.

 

Those are the people that came to save us from Iddi Amin a very terrible
man.

Kind of sad. It is the road to my village, in the seventies as a child I
remember buses used to branch off inside, supposedly the town centre, for a
quick stop over. Just like Kigumba they have maintained their seventies
looks. As for Luwero town guess money allocated for rehabilitation of the
district and the indigenous never felt at home but decided to settle back in
the city. Many people have bought land there but found themselves mixed up
in family wrangles.

 

I think the lesson from some of these unfortunate situations by and large
lack of developments/ progress can also be attributed to lack of what I
would call 'Champions' and 'Change Agents/ patriotism at local level'. Most
politicians and well to do individuals in our districts are more inclined
simply to 'For God and my Stomach' culture or pursue 'kings and Queens in my
home town' initiatives. Even if they have some kind of influence they never
exploit it or put to good use i.e. to the benefit of their home towns.

 

I have e.g. never seen or heard of any MP in my district mobilising funds
from quarters (friends, colleagues, luncheon/ other activities, inviting
working communities, businesses, may be soliciting funds from big
corporates) to support an upcoming technical school in my village, let alone
the health centre that serves a big population. My district is NRM and FDC
in parliament, but we have no access to electricity. I think if I were an
MP, I would invite some lynchpins from the respective parties to come or
show their faces to my village/ grassroots and also participate in some fund
raising activities. 

 

Otherwise we are going to be looking at and waiting for Government which has
very limited resources(the little that is sometimes diverted by selfish
individuals)or sometimes a different focus, to come for our rescue. It is
probably looking at constructing/ repairing roads and projects that make big
statements but we as individuals should also play our roles, that is why
there are many charities (Red nose/ whatever, pantomime, etc in some
countries) in the western world together with individuals supporting causes
by far playing their roles in the society. 

 

I must say have not been very good at playing my role as yet, I would love
to join hands with like minded people (Together we can), guess need to walk
the talk as well. Politicians like Jim are not feeding their stomachs alone
but feeding the neighbours as well. We might say Government has not done
A,b,c but we have seen many heavy weights in Government from Busoga and
Luwero in particular, what outstanding contributions have they made to their
respective districts (which has been peaceful over the past donkey years). 

 

The Northern reconstruction, NAADS, OPM money and other projects allocated
for Northern districts, didn't we have our northern brothers and sisters
sharing the loot. Hence, one could also say categorically that 'Oh dear look
at these schools in Kumi, it has remained the same over 30 years'. By the
way there was a program on NTV early this year focusing on some schools in
the north and Karamoja, for the latter kids way on one meal a day, the meal
being porridge.

 

Together we can, otherwise even with whoever on board if we still think as
selfish individuals and expect the government to put 'Three course meal' at
our respective tables, we shall keep on perambulating.
