I do not know, but I have no problem with it, Uganda is a very tinny country 
where the command of those organizations directly affect the government 
operations, and comparing it with United States becomes unfair. And one of the 
problems we need to look at closely is arguing with this government in matters 
that can affect us as future governments. Do you really want to build a 
government in Uganda when you have no clue who promotes who in Police and 
prison?

 

Let us remember that FDC today is struggling with laws Dr Kiiza Besigye wrote 
to strangle UPC

The Uganda police, army, prisons and those other 'dubious' organs of 'security' 
are - except in names - extension of NRA, which happens to be the personal 
property of the man from Luwero bushes.

Can someone explain this to me, some of us NEVER worked in Uganda.

"Does the president promote everyone in Uganda". Does the president of Uganda 
has nothing to do than hand over promotion?. Is there no mechanism for 
promotion.  

I recently got promoted from GS13 to G14 in the US Department of Defense 
civilian pay scale. That is from Major to cornel in the US Army rank systems.

All I got is an email that said that I am promoted, you will see pay increase 
in the physical year. No president.

KAMPALA. 
President Museveni has promoted 4,248 police officers as the Uganda Police 
Force celebrates 100 years since it was formed.
The promotions were communicated on Thursday evening by Mr Fred Enanga, the 
police spokesperson, who has also been promoted from Assistant Commissioner to 
Commissioner.

 

Mr Enanga said President Museveni renewed contracts of seven Assistant 
Inspector Generals of Police, promoted 355 senior officers to various ranks and 
confirmed 58 Cadet Assistant Superintendent of Police to the rank of Assistant 
Superintendent.

 

The promotions are with immediate effect from October 1, 2014.
Most of the senior officers at or above the rank of Assistant Superintendent of 
Police, who were promoted, have been occupying positions in acting capacity 
after new directorates were created a year ago
