Do you seriously believe that there is vote rigging in Uganda election? And I
am asking this question candidly, do you actually believe that when I go to a
polling station in Kiwumpa and throw my vote into a box, Mbabazi gets into his
car drives to the polling station and stuff ballots of whoever he wants to win?
Just think about this. And I have worked in Uganda polling stations, the boxes
are filled up with ballots and then the massive counting happens when the
representatives of the candidates are looking on. At what point does Mbabazi
stuff the ballots? When people are voting, when the ballots are about to be
counted? Just when?
There are so many holes into this man’s story that you are sadly buying, but
again this is a degree holder discussing maters of national importance to
fellow degree holder so to us as Mutasooma’s we are only asking what is not
clarified through the speeches of men that have advisors. And here are the
questions so far:-
1} This was a national election under the Uganda Electoral commission, if this
man’s delusion is true, and delusional so it is, why didn’t he call the
electoral commission but called General Aronda?
2}Uganda Electoral commission is a very independent organ yet Aronda is a
soldier that can be fired or hired, why did he start by calling Aronda if he is
a man that respects structure in government?
3} Uganda election starts at 8.30am what was Biraro doing on a polling station
at 6am? Was he an electoral officer?
4} Every candidate has a representative at every polling station in the
constituency, do we have any representative of a candidate that witnessed what
Biraro witnessed?
5} Has Biraro raised his findings to the commission yet if not why not?
6} This election happened in 2011 why has it taken this long for him to make
such patnent information public?
This posting is based on my little understanding about city election I just
hopped that it is under the electoral commission if it is not then replace that
term with whatever jurisdiction cover it and the writing remains exactly the
same.

Folks:
NRM is cleverly telling Ugandans that it was JPAM who was the rigging master. I
anticipate a lot more damaging revelations and when it is all over JPAM will be
smeared beyond redemption.
I anticipate general Sejusa too to make more damaging revelations about JPAM to
try and endear himself to the masses , okay, opposition. Stay tuned.

Former Prime Minister Amama Mbabazi was involved in ballot stuffing and other
electoral malpractices to facilitate the victory of Peter Ssematimba in the
hotly-contested 2011 Mayoral elections, it has emerged.
Ssematimba was floored by opposition strongman, Erias Lukwago despite
widespread violence and street battles between the former’s supporters with
security forces.
Bullets and teargas rocked Kampala suburbs as Lukwago’s supporters foiled
attempts to rig the polls.

Speaking at Fairway Hotel in Kampala on Tuesday, Retired Maj Gen Benon Biraaro
said he was among the first people to witness attempts by government officials
to rig the elections in favour of Ssematimba.
“At around 6:00am, I drove to Kisugu polling station along Entebbe Road where I
found ballot boxes full of pre-ticked votes,” recounted Gen Biraaro.
“Then I picked my mobile phone and called then army commander, Gen Aronda
Nyakairima. I asked him: ‘What is this? I am seeing ballot boxes full of ticked
votes. What’s going on?” revealed Biraaro who has since declared plans to
contest for president in the 2016 elections.
“I told Gen Aronda that it is now 6:00am. People haven’t started voting. Where
did these votes come from?”
In his response, Gen Aronda seems to have been aware of the rigging plot.
Gen Biraaro said he was shocked by the response from the Chief of Defence
Forces: “Gen Aronda told me that the rigging was being spearheaded and
supervised by Mbabazi.”
Biraaro quoted Aronda as speaking: “It’s Amama and team who slept at Conference
Centre (Kampala Serena Hotel) doing that. Ooh, that’s good news if they have
delivered already.”
A baffled Biraaro hit back: “But that’s not what we promised people; we
promised free and fair elections. I called you to complain that this is very
wrong and unacceptable. This is not right at all.”
Biraaro said he realised that the Mayoral elections would not be free and fair
thus mobilising his colleagues to bust the rigging racket.
“We managed to help Lukwago to nip this plan in the bud. So opposition should
know that some of us played some roles to ensure free and fair elections,” he
added.
Lukwago and Aronda were not readily available for comment on Wednesday.
The revelations come at a time when Mbabazi is expected to announce his 2016
presidential bid. He has since called for the implementation of the proposed
electoral reforms to deliver free and fair elections.
Mbabazi has previously denied rigging elections. He served as NRM’s Secretary
General before being removed from office by his party in December 2014.
