Friends

 

Again  in my continuing to get stuck into the history of Uganda I am going to 
raise the issue of Iddi Amin giving services to people, there is no single 
service that Amin implemented into Uganda to serve only Banubbi. Absolutely 
none. When Republic Express Bus services were implemented into Uganda every 
town got a bus, not Bombo alone. When he replaced The UPC one government 
Rahemtulla buses with UTC, Uganda Transport Company was built not only to Bombo 
but to the entire country. When he brought Tata trucks they were never sold to 
only Banubbi they were sold at Muluka level. When he brought in Fiat 110NC they 
were not only sold to Banubbi in Bombo they were sold at a Muluka level. When 
he brought tractors into Uganda they were never sold to only Banubbi they were 
sold on Muluka level. These Miluka levels were national administrative units 
that even a Muluka in Dokolo, where people abuse Iddi Amin with impunity got 
the services. And here is my simple question to you as I start this writing, 
When these friends came from Tanzania and replaced Iddi Amin with an elected 
government, did you see a bus company Owiny Kibul in Masaka? Did you see it in 
Mbale? Did you ever see Owiny Kibul in Fort Portal? No Owiny Kibul bus company 
was started by these friends in Uganda to serve only Acholi and Langi. An 
elected government of Obote two government, actually created a transportation 
system in the country to only serve two tribes, only Acholi and Langi. These 
friends were so interesting for if The Owiny Kibul bus left Kampala it never 
stopped at any stop until when it passed Kigumba heading into Lira or Gulu. And 
on coming back to Kampala Owinyi Kibul bus stopped all way from Gulu and Lira 
as an example and when it reached Kigumba it flew straight into Kampala. Do you 
know why? Because the rest of the population in Uganda were not Acholi or Langi 
thus they never mattered.

 

Town planning is a very interesting issue, you cannot run a pipe of sewer to 
George Okello’s house and leave out the house of EM for he is a Munubbi. You 
cannot run a water pipe to Ocen Nekyon’s house and pass all Alur’s house and 
tap only Ocen Nekyon’s house for he is the only Langi on the street for God’s 
sheiks. You take the pipe through the street and every residence, and every 
business on that street accesses it, that pipe of water takes water to Banubbi, 
to  Balalo, to Kakwa, to Madi and to everyone that lives on the street. They 
all squat on that single pipe and all tap water on that single water pipe. As 
degree holders continue thinking that all Banubbi must be killed, and we have 
the entire country serve only Acholi or Langi, you can never put that politics 
in town planning. You plan for the entire population that live in the town for 
you all must use the services equally or you all miss it. Until when Ugandans 
accept that we are all Ugandans and we all deserve these amenities, sit in 
forums and burn gas because Dr Stella Nyanzi took off her cloth, that is the 
best discussion you deserve, but using a forum as this one,  to pound on 
matters that change out life styles in Uganda, forget it for it was never 
created for you. And just before I leave this paragraph, I have read somewhere 
Allan Barigye praising UPC for it never allowed people in Kabwohe to have 
jiggers. That is nonsense for UPC never told anyone to pluck jiggers out of the 
foot, we the people were doing it ourselves for we had obuntu bulamu. It is 
that same Obuntu bulamu that Amin  used to sell tractors to the people of 
Dokolo,  when in fact he never had any reason to. When Amin left power he 
walked out with the Obuntu Bulamu and nonsense built its house in Uganda, we 
kill ourselves as if there is no tomorrow, we camp each other for we do not 
care, and we build mass graves in our communities, then after we have killed 
each other that massively we bleat how the war was justified.

 

At the end of the day, refusing to plan our towns is going to come back and 
bite us, and it is not going to only bite Acholi or Langi, it is going to bite 
the rich, the poor and the innocent, for as you puke all those babies to a tune 
of Uganda population doubling every 20 years, cities are going to become as 
Mumbai, people are going to start squatting on sides of Kampala road and dump 
their piles there and walk by. Now in Mumbai it is not such a problem for there 
is a very hot weather and it dries up, but Uganda is a rainy country and all 
those piles are going to become a disease epidemic, and all of you are going to 
die, rich and poor Langi and Baganda it is going to be a mixture of disaster. 
Do you know that I went to Mulago hospital and found out that they had dug a 
pit latrine on the hospital for the system  simply would not serve every one? 
Pipes are and all systems must be built at a phase, so you get a 5 year plan 
with an expansion of 10 or 20 years plan, you as Ugandans are not building at 
all period, you are just manufacturing babies day in day out. Let me end this 
way, when I was still working with Bell Canada, we went to Wood Bridge to build 
a system, at that time all those houses you see in Woodbridge had not been 
built so it was a jungle as you remember it. But the planners had all those 
buildings planned, so we were going to run the Bell Systems before the 
construction begun, now I am talking late 80’s. Because Woodbridge was going to 
be taken by Italians, they had a huge say in how they wanted it to look like, 
they allowed the water pipes to go in, they wanted the power cables to go in, 
and they allowed us to run the phone lines through. What the Italians rejected 
was to build a communication tower in Woodbridge. They all went against it and 
it became not in my back yard. It looks ugly I do not want it near my home on 
they went. So we never built it.

 

Today in 2016 Woodbridge is a very interesting suburb, phones work, power is 
available, water and sewage systems are available in all those homes, but do 
you know what is not in Woodbridge? They do not have cell phone service. The 
only companies that can serve you when you live in Woodbridge is Bell Canada 
for it can use powerful  towers around Woodbridge to direct a signal there. If 
you are on Virgin Mobile, Wind, Koodo, Fido or any of those smaller cell 
companies you will not get a cell signal in Woodbridge. If you are on Bell 
Canada or TELUS, you will get a signal but if you go to the basement you will 
never get a signal on your cell. Woodbridge today has the highest number of 
land lines on the city for they work than cells.  When you refuse to plan your 
cities today you are going to pay for it today and you are going to pay for it 
tomorrow. And yes you all can drag your selves out of The Kabwohes, and out of 
Dokolo and dump your selves into Kampala, the fact will remain that you will 
end up chocking it, but the other fact also remain that when you decide to 
drive a very expensive 4X4 to Kabwohe on a weekend,  you will not log on a 
computer for Kabwoke is not wired up. You will arrive in Dokolo and put your 
pile on a jungle for Dokolo is not piped up. Whenever my children fly back from 
Uganda the very first thing they hug as soon as they walk into the house is the 
toilet. Do you know why? Because in as much as they find life in Uganda 
depressing, they get tormented by hunting down where to dump. That makes some 
of them think twice about going to Uganda.

 

We have some very serious issues we need to discuss about our country, we need 
to raise them and candidly.

Everything goes in Uganda! It will be so costly rectfy the problems.

Interesting article; how do you force water up the many hills of Kabale, 
Mbarara, Kampala or Mpigi? Such questions don’t sound any bells to politicians!

In 2011 I created a research department somewhere and I needed a person to run 
it. The person would have world acclaim as we needed to seek funds here and 
there to conduct our research.

 

I had a Uganda friend who was residing and working in Norway. He volunteered to 
comeback to Uganda and do the needful, but he did not have a house- so 
unknowingly he bought a plot of land 50 * 100 m in one of the so called estates 
around Kampala. Hurriedly he went ahead step-up a structure.

 

One afternoon he came to my office - he wanted help to talk to KCCA to pull 
sewer and water lines to his unfinished structure. 

I told him that was impossible, to his bewilderment. 

The sewage system in Kampala covers only Kololo, Nakasero, Kamwokya some parts 
Nsambya - less than 18% of Kampala 50 years after the African became 
independent!

I also informed him, he will not be able to get water in that place. National 
Water and Sewerage Corporation had not extended their infrastructure to that 
place. 

 

He asked me what the alternatives were,

I told him for sewerage he had to dig/ construct a septic tank for himself. 

 

He asked where  ? 

 

I look at the plot and the structure drawing and there was space in the would 
be courtyard.

 

I replied in front of his house since he had no space left on his plot

 

He is a water biologist - instantly he found my suggestion repulsive and he 
squarely rejected it.

 

The solution was to dig underground pipes and divert all filth from his house 
to a lagoon . Creating a lagoon would cost him money and buying land and by 
that very act he had no space to pass the pipes since all around him where 
equally small plots scattered everywhere with no proper design for such 
infrastructure.


In 2013 he managed to finish the structure - sold it off. For these 
encumbrances and others he left the country for greener pastures!

A land owner has a problem and he sought my advise. He had settled about 400 
families on a piece of land around Kampala – it is hilly and the roads are bad.

I advised him to create a drainage system which will eventually eat up into the 
already sold plots. Another problem was that each family were having two 
vehicles and basically they had had to park on the road since the plots were 
too small. Prior to demarcating the land such issues were not considered,

Down the road he says people have started moving out of the so called estate 
and he is seeking a remedy to the problem – which in my opnion would be to 
break down expensive houses otherwise as people discove the problem the land 
and property looses value!
