As I continue with this thread, I need to start with a very bold statement
that was made to me by a scholar in this city. And the back ground is very
simple, we sat as Ugandans and wondered why UPC is fading away. And for a
very simple reason, it is the only party we were born into, and it is a
party that drove our country to independence. Even though we are not UPC
members but we remained as a true and independent observers of how that
party functions, let alone self-destruct. And yes self-destruct for the
moment UPC started making babies, it started with UNLF then it got another
baby called Presidential commission, then it came back to power and then it
mortified its self into Tito Okello Junta, until when it replicated its self
by throwing out the skin as all snakes do, to become Uganda National
Liberation Movement. As the new baby got developed, the real structure of
UPC as a party became a victim and it sadly got admitted to the palliative
ward/care. It is with that back ground that we decided to sit in this city,
few interested Ugandans and a few none Ugandans but interested into Uganda
affairs. It is within that discussion that this scholar, a none Ugandan made
the statement I need to start with in this piece. He said and I quote “ Dear
Ugandans there is no way you can change UPC to a functioning political
party, for it was built on one  principle, the party was built by Obote and
anything you do or say must be in line with what Obote wrote and what Obote
stated”   End quote.

 

That statement bothered me a great deal for I have been a member of the
Liberal party and on both federal and provincial level for a long while.
Political parties are started by individuals, but after registration they
become a public entity, we all walk in and we change as we see fit. Several
issues build change, civilization, the acceptance of marijuana, the
acceptance of gays and lesbians, so as all this change storm shows up we as
the party change with them, to accommodate them. And I held that belief all
along until when I saw Peter Simon Okurut’s statement, and I will directly
quote to you “That will be my campaign slogan: " Our government will provide
free and quality education to all kids that accept to put their behinds in
classrooms, vote for us. Come,  let us ask Ugandans in a referendum to
decide 1. Free education for all ( Peter Simon Okurut' party) OR 2. No free
education for all ( Herr Edward Mulindwa' party) -> Peter Simon Okurut “ End
quote. That is a statement from a man that believes that all Ugandan
children have a constitutional right to education. A right that the UPC one
government failed to deliver for it paid for only the kids from rich
families.

 

What I am raising here is the fear of Obote the man that Peter Simon Okurut
sits on, you see he can agree publicly that all children have a right to a
government accessed education, but he can never stand in a public forum to
state that the plan the Obote one government set up was terrible. For that
will be a direct insult to the poor Obote, the man let alone his reasoning.
Peter is unable to state that the education system in Uganda under Obote one
was discriminatory for it will be a statement disrespecting Obote. So the
poor fellow struggles for days to find a space of his free speech and he
posts thus “That will be my campaign slogan”  End quote. And that sentence
is right for it cuts Peter out of a scenario where he will never ever state
that Obote ever made a political policy that was wrong. It is not only Peter
Simon Okurut that is so afraid of Obote, for we have a kid in this country
that is so smart, this kid writes all policies out there, and if you take it
to your MP it passes with a tick. Yet for this kid was born in a UPC family,
every moment you stand up to him to demand that UPC needs to be re-branded,
he walks away, for to them UPC is perfect as long as its members respect
Obote and what he wrote on  books. And rthe rest of us remain on the outside
for we simply cannot follow a party that was built through fear and respect
of a single an Obote.

 

Then critical thinkers turn around and wonder if UPC is actually a political
party to just a firkin cult.
