You're right.  The AWT peers definitely belong in a different project. 
I was just speaking in general about the (hopefully) design of the GUI. 
L&F's are a simpler and completely JOS-independent project.

One advantage of having the L&F's designed before JOS debuts is that we
can produce pre-release screenshots without having to run the actual
OS.  Someone can simply create a program that mimics the proposed UI,
use the JOS L&F in the program, and produce a screenshot.

I have changed the OrgJosPlaf page over the course of today.  Check it
out.
