I agree, it would be nice to move to nested structure and try to use the maven
release plugin. Last time I tried this, though, I could not figure out how
make eclipse work with this. Perhaps you can walk us through it? Also, our
pom structures at the moment are up to 3 or 4 deep. We've been using Eclipse
+ the eclipse:eclipse maven plugin. I don't have experience with the m2eclipse
plugin - is that different from the eclipse plugin?
Back to the 2.3.0-incubating-SNAPSHOT issue. I took a look at another sandbox
project, the pom for the BSFAnnotator. It has the 2.3.0-incubating-SNAPSHOT
tag and it was set on 1/2/08 by Michael Baessler. But although tagged in svn,
it wasn't finished, and wasn't part of the official release. The list of
released components is on our downloads page, or you can look here:

and scroll down to section 3.
(Not all sandbox projects are released, because not all are "ready").
I checked the DictionaryAnnotator (which was released) and it has the
2.2.2-incubating level in its poms. Please let me know of any "released"
components with the wrong level, besides the simpleServer.
The Eclipse SVN client I think has been updated to now warn you if you try and
check in a change to a "tag", but this is a fairly recent change. Hopefully it
will minimize these errors in the future.
