This is the result of the investigation I did into distributability of the two
parts of Docbook from docbook.org.
One part is the XML DTD's for Docbook. The other part is the XSL Stylesheets
for transforming Docbook into other forms (HTML, XSL-FO).
The DTD's appear OK:
The XSL DTD comes from http://www.docbook.org/xml/4.4/docbook-xml-4.4.zip
There is no LICENSE, NOTICES, etc. file in this set.
Some of the files have no copyright statement at all.
Most have a copyright statement that says
