IANAL, but based on the statements in my previous comment recorded above in
this Jira issue, I believe we can distribute these under the Apache license.

I did a quick check and couldn't find the license info for Docbook xsl (on sourceforge)
and Docbook XML (from OASIS). Need to find these and confirm we can
"distribute", or delete from our distribution.
