maven build for eclipse plugins is inconsistent - the runtime plugin may be

The mvn install build process for the eclipse plugins builds .zip files and
.jar files for all plugins except the uimaj-ep-runtime, where it only builds
the .zip. I'm not sure why both .zip and .jar files are being built. The new
Eclipse packaging practice is to build just .jar files, I think. In any case,
this should be consistent.
