I can look into that. In general, there is a free editor, which is
capable of most of the things commercial software can do (well, it is
not that convenient).

The only problem with transparent images is that only png and gif
support that. gif has license issues, so most non commercial tools
support only png, which is fine, if you can use them in your software.
I think "paint" doesn't support transparency at all, but I am not sure
about that.
