Under guidance from Ken Coar, we followed this process:
1) sent in the software grant
2) waited for it to be acknowledged
3) checked in the code

The IP clearance for this code won't be done with our 2.1 release, so it won't 
go out with that release.

Mentors are checking 1/31/07 on what the correct process is. The process below 
is for established projects bringing in new bulk code under a software grant.  
It may not apply to our project state currently in incubation.

1) Upload the code to this Jira issue.
2) Fax the software grant form to the ASF secretary, get an Ack.
3) Call a vote on the dev list to accept the contribution.
4) Fill in the IP clearance template and add it to the Incubator repo.

5) Announce the contribution to the Incubator PMC. If no issues are
raised in 72 hours, then the code can be checked into the code repo.
