Hmm, I've never tried ediing eclipse.ini so I'm not sure what to expect there.

This is a bit more work but you could try adding xalan.jar to the lib directory 
of the com.ibm.uima.runtime plugin, and then edit the plugin's manifest file to 
include the jar.
