Improve Website documentation on building docbooks

Website needs to explain that if building from a source distribution,
additional files must be obtained from svn in order to build the documentation
(and hence, to build the full distribution).
Also currently the website says (or strongly implies at least) users have to
manually run ant to build the docbooks, prior to running mvn assembly:assembly,
which isn't true. The assembly step builds the docs on its own.
