Release candidate uploading

I'm in the process of uploading the release candidate uimaj-2.1.0-RC1 to 
people.a.o.  It will soon be available in 
/home/twgoetz/uima-distributions/2.1.0/RC1.

I guess the next step is to call for a formal vote on the release from 
the UIMA PPMC.  If anybody wants to start it tonight, go ahead. 
Otherwise I'll do it tomorrow.

Before we submit this to the incubator PMC, I also want to create an 
annotated RAT report with comments on issues that RAT finds.
