RC1: the bin : docs/html/<book-name>/ directories are missing the css
subdirectory and its contents. Result is that no CSS is being used when
displaying. This should have the same layout as the docbook build creates in
the target/ directories (e.g., there's a css/ directory in each book-name
directory, with a css file in it).
