On Windows, UIMACPP annotators link to different versions of the framework for
debug vs release builds. In order to avoid accidental mismatches at run time,
all UIMACPP DLL file names will have a "D" appended by the build projects, and
the debug framework will add a "D" to the component name from UIMA descriptors
before loading these components. This also applies to URI scheme handlers.
