Added Jörn Kottman as UIMA contributor to the JIRA bug tracking system

Hi,

today I added Jörn Kottman as UIMA contributor to the JIRA bug tracking 
system. So we can now assign him issues regarding the
CAS Editor project in the Sandbox.
Does anyone disagree?
