With Eclipse 3.3, the packaging of Eclipse changed. Users now will likely
download a version of Eclipse which doesn't include the PDE development
environment because this is the first (top) choice in the menu picks for
Eclipse downloads. If the user downloads the bottom menu pick (Eclipse
"Classic") everything will work.
The CDE appears to have an unused / unneeded dependency on a plugin in the PDE
development environment. Fix is to remove this dependency and retest.
