We need  uima to log on log4j too, and so I wrote a first implementation of 
uima Logger that uses log4j instead of JUL. 
it lacks some methods and the output isn't so good, but it works.

I'm afraid for the worse code quality, but I don't have so much time to spend 
working on it.
