The <site> element attribute "mirrorsURL" has a typo - it's missing the
"/uima/" after the "http://incubator.apache.org";...
There are likely to be other issues with getting mirrors to work, so let's not
block 2.2.1 for this, but if other issues come up for 2.2.1, let's get this fix
in.
