Use compressed form of eclipse update site, and support multiple releases

Since a few releases ago, Eclipse has a much improved update site mechanism,
that fixes a lot of the speed issues. Convert to that system. Also, insure
the build processes support update sites with multiple release levels.
Finally, see if the maven build and Eclipse builds can both be made to work.
