It's OK to add license header to the FOP fonts. These are "generated" files.
This documentation: http://xmlgraphics.apache.org/fop/0.93/fonts.html tells how
to generate them (for FOP 0.93).
You can add license headers to the properties files used for the eclipse
projects. These files were "empty" but never-the-less required for building
the Eclipse update site digest. Currently their contents are unused. They are
supposed to be used for internationalization strings for other languages.
