changing the LICENSE file for uima-docbook-tool?

This project has a directory, tools/common-lib/, containing a LICENSES 
and a LICENSES-APACHE.txt. This is left over from the original docbook 
impl this was based on, in the Apache Velocity Docbook subproject.

I believe we do not need either of these files, because all of the 
components are under the Apache license.

So I propose to delete them.  Other opinions?
