Setting log levels by changing the logger.properties file in one case had no
effect - only INFO messages were logged, even though the file had FINEST
specified. In another case, no log at all was generated. Seems to be
intermittent. Other 32 bit JVMs and the AMD64 64 bit Java seem to work
properly.
