Do the eclipse update site creation for uima-as. In the process, fix bugs in
the build that prevent the dependency resolution mechanism from working
properly (symptom: trying to install uima-as gives message of unresolved
dependencies, and won't go away, preventing the install).
Fix other problems caused by inconsistent naming between the symbolic bundle-id
name and the jar root name - these were giving errors like "exception occurred
while downloading feature xxx"
Fix optimized update-site generation process issue caused by missing
"features.properties" in the new uimaj-eclipse-feature-deployeditor project.
Change the feature.xml for the new feature to require dependencies at an "equal
or greater" level for compatibility.
Add the new feature to the site.xml for the eclipse update site.
Update the build.xml to better support an incremental addition of new features
to the site.
