ResourceInitializationException in a collocated delegate causes a hang

When a collocated AE throws ResourceInitializationException the UIMA service
wrapper (UIMA_Service) is not notified. The exception is silently handled in
UimaAsThreadFactory. Modify Primitive Controller to notify the service wrapper
of initialization failure so that it can terminate the service.
