Some of our sub-projects, e.g., the ones in the Sandbox, have individual
LICENSE/NOTICE/DISCLAIMER files, that may differ from the common ones for the
project because the sub-projects have particular other things they're
distributing.
Change the antrun configuration to use these in preference to the common ones.
Also, change this to support alternate names for these - some of our projects
use a suffix of ".txt", others don't.
