The uima-cpp release didn't change, so it is still found under 2.3.0-RC1. The url is http://people.apache.org/~schor/uima-release-candidates/2.3.0-RC2/
Included this time is an eclipse-update-site - it should work for testing this release, but it doesn't incorporate older releases, like the real one will. -Marshall
