Please read chapter 3 of the docs to see how to install and set up the
eclipse plugins. Here's a link to that chapter:

It's likely you haven't followed the needed steps, including installing
the *correct* version of EMF, which is an optional Eclipse component
that is *required* by the uima eclipse plug-ins. The easiest way to do
this is to carefully follow the instructions in the setup guide,
referenced above.
