In Eclipse's parlant, UIMA_LIB is NOT an environment variable, it is called
User Library.
To create a new one, here is the steps:
 - Window > Preferences to bring up the dialog
 - Expand "Java" and "Bild Path", select "User Libraries"
 - Click "New..." to create a new User Library
 - etc.
