If I recall correctly, an analysis engine that can output anything
should have an output of "TOP" specified in its descriptor. I believe
that an analysis engine descriptor with no output capabilities is
indicating that the analysis engine does not output any feature structures.

I was trying to do a small demo using RC7 and OpenCalais last Friday,
it seems the descriptor on SVN has no annotations listed as output on
its capabilities section. Does that mean that it is assumed to output
"anything" or is that a bug? Let me know and I'll file an issue for it
if that's the case.
