Free.fr has its all voice infrastructure on VOIP. So VOIP/SIP is already used 
by networks.
I assume what you are asking is what would be the impact on the telcos if they 
saw all their voice minutes income disappear.

They would have to make saving and/or provide better price on their current 
VOIP offering - they can :
