It did indeed, back in 2008 ish. It started out as SDH but they've moved onto DWDM now. Boeing were (bizarrely) given operation of the cable, but it never happened. Subsequently E-llan Communications (a subsidiary of the MEA) "lit" the cable. We use it for one leg of our network (as part of my day job), through Blackpool\Preston down to Manchester. Latency to Manchester from the Island is ~2ms Teeing off the Hibernia "A" cable (ala Portrush NI) would have been a good move for the Island.
