I added the credit card to an existing live service I am using and
raised the billing issue through their web portal . AWS services
reponded to the case said they couldn't tell me the account causing
the billing to occur, but they did send an email to a different
account which has the same credit card.

I didn't get the email, so I assume it went to an address at a
previous employer, I've contacted former colleagues in the unlikely
case they kept the email address alive to see if they can help.

Overall then, a little bit of progress.
