depending on how you monitor a VM, you should be able to measure CPU
cycle stealing, which is the time when your VM could or should have
been running but there was no CPU at all!

The math is simple. Just by way of example, suppose your provider
doesn't over-allocate resources at all then there will be no cycle
stealing. This is likely to be relatively expensive, since if you're
expecting to have sole use of 2 cores in a £5k server with 16 cores,
your "share" would be over £50 a month.
