Hello Michael, The correct url for PeeringDB is https://as13335.peeringdb.com/ (that will save you a login when using PeeringDB). However that's just the network team and I believe you may have a different issue (what does NSs flapping mean?).
BTW: We moved UK offices this week (yes - over Christmas), same street address, just a much bigger space on a different floor. (We are hiring and growing). I know that my RIPE Atlas probe sitting at the office isn't back online and I wondering if there's an issue with the UK phone number also. I'll investigate (but I'm not in the UK presently).
