When one has no data allowance left, it's hellish to top-up because the top-up
page is trying to pull some sort of asset which is being blocked because one is
out of credit.
As a result takes about 3 minutes per page impression before being able to move
on to next step in process.
Either the asset needs to go on the whitelist or the top-up page needs to not
ask for the asset.
I've been unable to top-up over the out-of-credit connection for many
years.
It's been a while since I even tried, but I seem to recall the 'Verified
by Visa' i-frame was unable to load...
