SSE or Virgin .. most likely Virgin if its to a non-telco location and they may well decline to sell it if there's no competition either...
It'll be expensive, if they will sell to you at all.. hard to say, its not going to based on market price tho, I'd guess £10k/mo upwards and don't forget to add your fibre tax levy!
