Not always, I have noticed a few ISP's where we have traffic to/from
disappear off of the LINX route servers,  and so have contacted them to
see if we can peer directly with them. Of the 4 I was interested in, 2
peered straight away, the 3rd did not respond to my peering request but
after a follow up phone call they sorted it, and the 4th has been a
PITA, I assumed they didn't want to peer, but after a bit of digging,
turned out they were happy to peer, just the peering@ email address was
not monitored and I had to raise a ticket with the NOC in order to get
it done but it went round and round as I wasn't a customer.

Don't give up too easily!!
