Just about all of the world is like this. See examples of disasters all over 
with similar unbelievable things.

etc. He also quoted a previous study completed post Hurricane Sandy.

Another study was linked to, which was completed after a fire took out a 
Telstra telephone exchange, blacking out communications for a chunk of the 
state of Victoria.

I guess its times like these that you get to see what happens when things 
really go wrong, and its a good reminder to check your plans, revise them if 
they are out of date, or to make them if they dont exist.
